The NT2 state exam or the civic integration exam: what is the difference?
If you live in the Netherlands and want a permanent residence permit or a Dutch passport, you need to pass a Dutch language exam. But which one exactly? The Staatsexamen NT2 or the civic integration exam? These two exams are often confused, even though there are important differences between them.
In this blog, I will explain the difference between both exams, so you can make the right choice for your situation.
What is the civic integration exam?
The civic integration exam (inburgeringsexamen) is the official exam for people who are required to integrate in the Netherlands. If you came to the Netherlands after January 1, 2022, you fall under the Civic Integration Act 2021 (Wet inburgering 2021).
Under this law, the municipality creates an Integration and Participation Plan (PIP) together with you. This plan determines your learning route. There are three routes: the B1 route for work and participation in society, the Education route for those who want to continue studying, and the Z route for people with limited learning ability.
The civic integration exam tests not only your language skills but also your knowledge of Dutch society (KNM) and your orientation on the labor market (MAP).
What is the Staatsexamen NT2?
The Staatsexamen NT2 is an exam for people who have learned Dutch as a second language. This exam has existed since 1992 and is intended for those who want to work or study in the Netherlands.
The Staatsexamen NT2 has two programs. Program I (level B1) is for people who want to work or study at MBO level. Program II (level B2) is for those who want to work or study at HBO or university level.
This exam tests only language skills: reading, listening, writing, and speaking. It does not include knowledge of Dutch society.
The main differences
The first difference concerns the language level. The civic integration exam can be taken at level A2 (basic), B1, or B2. The Staatsexamen NT2 is only available at level B1 (Program I) and B2 (Program II).
The second difference concerns the content. The civic integration exam consists of six parts: reading, listening, writing, speaking, knowledge of Dutch society (KNM), and the labor market module (MAP). The Staatsexamen NT2 includes only four language parts: reading, listening, writing, and speaking.
The third difference concerns the purpose. The civic integration exam is specifically designed to meet integration requirements. The Staatsexamen NT2 is designed to demonstrate your language level for work or study but can also be used for integration.
Which exam do you need?

If you are required to integrate under the Civic Integration Act 2021, your municipality will determine which exam you need to take. If you are on the B1 route or the Education route, you will take the Staatsexamen NT2 Program I or II. Additionally, you also need to pass the KNM and MAP exams.
If you are not required to integrate but want to obtain a Dutch passport (naturalization), you can choose between the civic integration exam or the Staatsexamen NT2. If you choose the Staatsexamen NT2, you also need to take the KNM exam separately.
If you want to study at a Dutch university or HBO, you need the Staatsexamen NT2 Program II (level B2). This diploma is recognized by educational institutions as proof of your language level.
What changed in 2026?
Since January 1, 2026, integration diplomas are issued digitally. You can also order a paper diploma if you wish. Additionally, the exam schedule is now published monthly, providing more flexibility in planning.
It is important to know that exams at levels B1 and B2 (Staatsexamen NT2) remain the standard for most people integrating under the 2021 Act. Level A2 is only available for those who have received permission from the municipality to take a lower-level exam.
What preparation is needed?

Both exams require serious preparation. For the Staatsexamen NT2, you need to master the Dutch language at level B1 or B2. This means a lot of reading, listening, writing, and speaking practice.
For the civic integration exam, you also need to learn about Dutch society, history, the political system, healthcare, and education. This part requires separate preparation.
I recommend taking lessons with a teacher who knows the specifics of these exams. Personal lessons will help you focus on your weak points and prepare efficiently.
